Second African Regional Meeting on Promotion and Strengthening of the Nuclear Security Regime: Preparing to Review the CPPNM Amendment

FORMAT:
The workshop which will take place in three sessions of 3.5 hours each, on November 29,
December 1, and December 3, from 14:00 to 17:30 GMT. The workshop will be held on the
Zoom platform, under Chatham house rules: participants may use the information received but
may not reveal the identity or affiliation or attribute to any of the participants.

PARTICIPANTS:
It is expected to have the participation of the same participants as in the previous workshop,
from the African Region, expanding coverage to some relevant countries.

CONTEXT:

The entry into force of the Amendment in 2016 set the stage for the A/CPPNM Review
Conference to take place after 8 May 2021. From 28 March to 1 April 2022, the treaty
depository – International Atomic Energy Agency (IAEA) – will hold the Conference of the
Parties to the Amendment to the Convention on the Physical Protection of Nuclear Material
(A/CPPNM2022). According to the treaty, the purpose of the conference is to review the
implementation and adequacy of the treaty in light of the “prevailing situation” at that time.

The States parties to the treaty are in the midst of preparations to review the A / CPPNM, so it is important to identify ways for the States parties to properly assess the adequacy of the treaty
and share how they have been implementing it according to the prevailing situation.
African Center for Science and International Security (AFRICSIS) and the Nuclear Threat
Initiative (NTI) understand that the way forward is complex because State parties will have to
develop realistic ways to review the A / CPPNM and consider how best to present their findings
and observations in national statements at the review conference.
